Rio de Janeiro is hosting the football World Cup in 2014 and the Olympic Games in 2016. In parts of the city the authorities has declared a war on drug gangs. The crime rate is high. How are the lives of the inhabitants in the midst of this transformation? What stories emerge from Rio's many neighbourhoods? How does the police work in the world’s toughest city? We meet Thorkel Leira from the Rainforest Foundation, representatives from Norwegian Church Aid, and Forum for Development and Environment and discuss the development of Rio’s favelas and how they envision their work in the coming years against the upcoming sporting events.
